We provide three flood insurance programs. These programs provide flood coverage protecting both residential or commercial buildings and contents.

The PHLY Difference

Philadelphia Insurance Companies (PHLY) provides three flood insurance programs. We encourage you to first submit your business to us under the Commercial Primary Flood Program. Please review the restricted classes below to determine if a risk is eligible for the Commercial Primary Flood Program. If a risk does not qualify for our program, you will need to access the Flood Insurance Portal, and process a National Flood Insurance Program quote. Products

  • Commercial Primary Flood | All policies are individually rated based on property's location elevation, flood zone, number of stories, construction type, foundation type, and loss history *This insurance product is not affiliated with the National Flood Insurance Program.
  • Commercial Excess Flood Program | Provides coverage excess of an NFIP policy limit. All policies are individually rated based on a property's location elevation, flood zone, number of stories, construction type, foundation type and loss history *This insurance product is not affiliated with the National Flood Insurance Program.
  • National Flood Program | Philadelphia Insurance Companies (PHLY) is an authorized federal flood insurance writer with flood programs in all 50 states

Restricted Classes

The following are Unacceptable/Ineligible Exposures to our Commercial Primary Flood program. Philadelphia Insurance Companies (PHLY) is an authorized federal flood insurance writer. If your business has one of these exposures please refer to our National Flood Insurance Program section.

  • Coastal locations (properties subject to tidal surge in a Category 3 Hurricane or less)
  • Risks that fall within the NHC Slosh Model (Sea, Land, and Overland Surge from Hurricanes)
  • Building with Replacement Value over $ 15,000,000 for Primary Flood and over $ 25,000,000 for Excess Flood
  • Buildings with prior flood losses for Primary Flood and buildings with prior losses up to $ 150,000 for Excess Flood
  • Buildings with negative elevations
  • Properties located in non-participating communities or CBRA (Coastal Barrier Resource Area)
  • NFIP Emergency Program risks
  • Buildings situated over water
  • Boat houses
  • Any Flood Zone V
  • Residential condominiums
  • Louisiana
