How PHLYBOP Is Changing the Small Business Insurance Market
From painters and plumbers to yoga teachers and florists, America’s 36 million small business owners power the US economy - and comprise a $25 billion small business owner’s policy (BOP) insurance market opportunity. For agents writing commercial lines, the challenge isn’t always finding clients in this vast space: It’s finding a carrier that moves as fast as they do.
Recognizing the frustrations in legacy systems, outdated processes, and unclear appetite guidance in the BOP market, Philadelphia Insurance Companies (PHLY) designed PHLYBOP, a modern BOP digital platform crafted specifically for “Main Street” risks. The Digital Shift: How the BOP Digital Platform Solves Agent Frustrations
Agents working in the small business insurance market often struggle with slow turnaround times and products that sometimes feel retrofitted to the digital age, rather than built for it. PHLYBOP was built from the ground up as a novel approach – one that doesn’t adapt outdated products but instead offers a streamlined user experience for both agents and underwriters. “We’re not the newest in BOP, but we have the newest technology,” said Rider. “We know agents want a quick, easy-to-use platform, but we also know from the niche side that having the ability to speak with an underwriter, email an underwriter, and get a response in a reasonable time is very valuable.”
The BOP digital platform’s straight-through processing enables agents to take a submission from entry to approval in as little as 10 minutes. “Right now, about 30% of the quotes we see are bindable, without an underwriter having to review them,” said Young. “Over time, we want to increase that percentage.”
Agents are already taking advantage of the platform’s automated underwriting and quick approvals. Michael Chase, a commercial lines placement specialist with Acrisure, notes that some submissions have been automatically approved within 10 minutes. “When others were referred, the response from underwriting was quick, and I never had to follow up for an update,” said Chase.
150+ Classes, 30 States, and Full Steam Ahead: Inside PHLYBOP’s Footprint
With the recent addition of eight new states (Arizona, Delaware, Iowa, Illinois, Indiana, Kentucky, Maine, and Michigan), Young noted that PHLYBOP is now live in 30 states, with Massachusetts and New Jersey due to come online this spring. Availability in all 49 states PHLY serves is projected by early 2027 with PHLYBOP running entirely on admitted paper - fully backed and regulated in each state.
PHLYBOP’s appetite is also expanding, covering more than 150 eligible classes across seven small business categories:
Contractors such as carpenters, electricians, plumbers, painters, and landscapers
Retail and Service Businesses including clothing stores, nail salons, yoga studios, florists, and pet groomers
Restaurants from mom-and-pop diners to fine-dining establishments
Habitational businesses that are tenant-occupied
Offices including those for accountants, real-estate agents, and attorneys
Lessors who rent commercial buildings to other businesses
Wholesalers whose main customers are other businesses - including distributors in the clothing, grocery, and art supply industries
“We write everything from the small contractors - mainly residential - to commercial to restaurants,” said Young, with a particular focus on retail and service businesses. “We love to write offices. Who doesn’t? We’ll also entertain property-heavy risks, like lessor’s risk. What we’re looking for there are 100% commercial tenants.”
Young noted a few early restrictions as PHLYBOP grows. “The business category that’s not in every state is habitation,” he said. “In terms of restaurants, we don’t yet offer liquor liability - that’s something we’ll eventually look into. So right now, we’re mainly seeing success with smaller diners, fast-food franchises, and some coffee shops.”
A particularly strong category is personal services such as yoga and fitness studios, massage therapists, and waxing centers. “[These are] classifications that other BOP carriers may not offer professional liability on,” said Young. You can view a list of recent PHLYBOP successes here.
Underwriting Appetite: What Agents Need to Know
In general, BOP submissions that fall within the $1,000 to $10,000 premium range and are accompanied by standard risks - such as those in carpentry or retail - are the strongest candidates for straight-through processing.
Some submissions may be referred to PHLY’s underwriting team for a closer look, but Young noted that doesn’t equal an automatic ‘no.’ “We make monthly updates to our quoting portal,” he said. “So as you get in there and start quoting, feel free to share your feedback, because we have a dedicated team that takes that feedback and continuously enhances our system.”
